Create a new image in Photoshop by using: File/New. This will be the first of two images we will use in this tutorial. Make it 200 x 200 pixels and set the background to transparent. Next use the Paint Bucket Tool to fill the layer with black. Right click the Paint Bucket Tool and switch it to the Gradient Tool. Create some gradients, be creative, my version is below.

Create a new image just as you did before, but make this image 400 x 400 pixels. Drag your first image into this new image four times and use Edit/Transform/Rotate to line them up. My image is below.

You are nearly done now, all it takes is a simple filter to finish it up. Use Filter/Sketch/Chrome. Now if you find that your image is very busy try taking out some of the gradients.

A good finishing touch is to add some color, using Image/Adjustments/Hue/Saturation.
